Just heard this on the radio news.
Shocking footage aired on social media showed the animal tied up to a lead and pulled along a street in the Erdington area of Birmingham. Following an appeal for information, West Midlands Police tracked down the woman and her pet on Wednesday evening.

The RSPCA seized the dog and is now in its care. Poor dog, how disgusting.

Something similar happened locally a few years ago. The owner was an old boy with dementia (I think). He just hadn't realised and was distraught when he was stopped as dog was dead. It was horrendous.

I work in B'Ham, so hope I don't see her - on the video she looks like she hasn't got a clue.
I'd have stopped her one way or another - but a least with the video the RSPCA have done something.
You can hear the guys in the car telling her to stop and maybe they thought they couldn't try to stop her as she is going a fair speed.
Hope poochie is ok.

I couldn’t have let her get away so I would have put my car in front so she had to stop. Poor dog, hope it’s ok
You may not have been able to. Idk what the max speed is on a scooter but say she was doing 5mph and you pulled in front and she hit you, you would be at fault I’m sure.

I would have driven on past her, parked and got out and stopped her so no chance of a collision between my car and her scooter. I couldn’t have just driven away and ignored it
