Dog homeboarding regulations?

A quick question for anyone that knows how councils work on this if possible ....

My parents live in a heavily populated area, suburb of a large town.
About 4 years ago their next door neighbour started offering Dog home boarding - they have a council licence for 6 dogs (I think). The house is a fairly standard small 3 bed 1970’s semi with a postage stamp garden.

The lady that runs it is particularly ‘difficult’ and pretty obnoxious.
Tensions have been mounting over jammed up parking as people drop off dogs, barking noise etc.

During this spell of hot weather, understandably, the dogs are keeping early and late times outside. It’s got to the point they are let out in the garden at 5.15am and 11pm and they go beserk. They are then taken for a wall at 6am and go beserk. They get back at 7am and go beserk. You get the idea.

Polite discussion doesn’t work with the lady - they get a mouthful then get ignored.

Is it worth them contacting the council about this or do they just have to suck it up?
 
Council, all the way. Environmental Health will be the people to talk to also re noise disturbance. Your parents need to keep a very strict log of all noise/parking issues.
 
They do have a FB page but I think they are reluctant to go to war with next door! They just want a bit of consideration. Parking is pretty much resolved via application of double yellows in strategic places, but there is lingering ill feeling over it!
I’ve told them to just speak to council, hopefully maybe some explicit terms on the licence as to when the dogs mustn’t be outside barking?

Yes, speak to the Council. I am an Animal Warden and am responsible for issuing Home Boarding Licenses (amongst many others). They will need to investigate the noise complaint which may include keeping diary sheets etc, but as it is (presumably) a Licensed premises they should already be familiar with the business owner and be able to come to an agreement. They could implement further conditions to her existing Licence to help reduce any noise issues.

Whenever I issue a Licence in a built up area I am careful to make sure the owner is aware that there may be extra conditions imposed should any complaints arise.
