Well indeed - and it totally missed the point, as it was meant to target owners of dangerous dogs but exempted dogs need 3rd party insurance anyway, so the law-abiding owners have it and the not so law-abiding ones aren't bothered by breaking the existing law so why would a new law bother them?

Well that didn't last long. Wouldn't have worked, all that would have happened would be those of us who do have tp insurance would find our premiums would shoot up.
