Dog scaring walkers?

Serious question...! Youngest staffie gave a few people a bit of a scare when we were out hacking last week. I suppose we were on 2 quite big horses ( 16.2 plus) and dog is quite small and red haired. I was wondering about putting a bell on my dog so people knew she was around? She doesn't do anything, but some people did jump when they were focusing on us, then looked down to see a wiggly staffie alongside. Ended up telling people that there was a dog behind us...
 
We came across a tiny chihuahua this afternoon (we thought it was a ferret at first!) and she had a bell on. The owner said she is so tiny she 'dissapears' so can be easily located. My chi x jrt thought she was fantastic, the big dog wasn't too keen though.
 
A bell could work, and maybe a hi viz dog coat to make him more obvious too.

Hi viz coat didn't unfortunately. Paid out £24 for a bright orange vest. Blooming dog lost it in the woods at the bottom off a steep hill. All I got was a severe SOH failure as had to walk back to retrieve it and when I say steep, I mean bad backside ache after walking back it!
 
Our mini wears a bell. He tends to womle on behind on walks so its easier to make sure he's still there than consantly turning round and trying to spot him. Also if the bell stops of goes very fast you know he's upto something he shouldn't!
 
When I hack with the dog she's always in high-viz coat.

I always get a nice comment and it's my compromise as i can't put her on the lead and it at least shows i'm semi-responsible and no-one gives out as she's so close to heel and also in high-viz.
 
Mine has a high viz collar and is pretty much tucked behind the horses, hence not being seen. As I said, coat does not work as gets taken off by branches when we are in the woods. I will try a bell!
