Downward Transitions - coming above the bit

Any advice on how to improve this? walk to halt = fine, trot to walk = fine, but canter to trot - he seams to "hit" my hands and come above the bit then lerches forward for 2 or 3 strides.

Have tried using much more leg, and really strong half halts but we seam to continue to "run" into the downward transition.
 
Me or the horse (lol) seriously he is 9, an ex racer i am re-schooling - he is "schooling fit" but we need to build up some decent miles in regard to hacking - the weather has just been too awful to get out and about and tbh i dont want to ride on the roads with my horse box just round the corner so to speak. He is ridden between 30 mins and 50 mins 6 days a week and has quite good canter stamina - however once you have been in canter he finds it hard to concentrate on the slower paces ! he is an amazingly quick learner - a little too quick !

Back, saddle and teeth all fine - i am thinking its me making the problem worse that it is as my other horse is so good at transitions up and down! - but then i always have to have something to worry about.

i would check his back and tack first.

schooling wise, i would work on bringing him into a trot from a collected canter on a circle, keeping the hand very soft and low, and even getting up off his back to help him stay softer...
and keep the leg up so its up into trot, not flopping down into trot onto his front end. also doing a few transitions to walk or back to canter about 4 strides of trot after the downward trans can help.
