If the path/verge is outside his boundary then there's not a fat lot he can do about it except give himself an ulcer over it. He doesn't own the public highway and has no right to harass or take photos of minors. I'd have a word with local police and continue to ignore him.
 
On a similar point, what are your thoughts on this..

Walled property on a bend just down the lane from us. Owner mows the grass verge on the outside of the wall, approx 4-5 ' wide. It has always been kept tidy and no one rides on it. We do trot on around the bend but it is not a lethal bend by any means.

Just recently 2 tractors must have met on the bend and one dropped it's wheels onto the verge making a mess. The property owner has now put sawn off fence posts into the ground at foot intervals and sticking up by 8 to 10 inches and right on the edge of where the verge meets the lane.

Should anyone drive into them the damage would be serious and god forbid a cyclist topples off on top of them. I have informed the County Council but nothing has changed.

If the Council have been informed, and someone causes damage to their vehicle or suffers personal injury as a result of these stumps, then the Council will potentially (and probably) be liable should they face a claim. The verge is their responsibility, and the 'defect' has been brought to their attention.

If that were the Council that I work for, I would be very worried if we received a claim like that.

I would raise with the parish council as well .
 
Some people clearly lead boring lives! Some old fuddy duddy who lived opposite us reported us to the council for having a skip...on our drive...apparently he didn't like looking at it out of his window! The council wrote to us but obviously couldn't do anything!
I also wonder what he thinks he can achieve with the photos, grumpy git!
 
Well, I am not very nice when someone acts like this. I would ride on the pavement - including outside his property, just to bug him even more!

Pip6 obviously knows the rules and regulations and says there is not a lot he can do about it.
 
He does have the right to take photos I'm afraid, even of the children, since they're in a public place. The law is different in places to which the general public don't have access (e.g. school halls), but anybody can take a picture of anybody else in a public place, regardless of their age.

This ^^^ he might be a twerp but he does have a right to take pictures in a public place.
I'd find the legalities of the path ownership and permissions and let him and the police have a copy.

BUT -
taking pictures in a harassing manner is harassment and bordering on stalking.
 
give him a big smile and wave madly in his direction next time :) he'll get some lovely photos then!

Very common around us. People put stones painted white on the verges they mow. Does he definately not own it? We own right up to the lane outside our house, but there is a grass verge and passing places at some point that belong to us..

Back to the original topic, I think your YO has probably wound him up previously with her "temper" and this is his reaction perhaps? She sounds like she flies off the handle a bit. Do I remember rightly that the police have been consulted over this? If so, do nothing and let them sort it out?
 
CarolineJ that was an interesting link! It stated that photographing was ok unless it caused people distress. Something that this man is causing!
 
Yup, though I suspect the law may change in the next few years because people are getting more and more uneasy about it.

Elsiecat is quite correct, you may be able to stop him under the harrassment laws. This camera club has a pretty good summary of the law as it currently stands with regards to photography:

Well I would never support a law that would me taking a picture of say of a castle because children where visiting at the same time .
Or perhaps a householder photographing young vandals chucking stuff at their home.
We need a bit of balance in this .
Laws on harassment do exist if this householders behaviour amounts to harassment in law.
However I suggest Nah completely ignores this while acting exactly as she has done before ( perhaps giving him a cheery wave when she sees him) .
She has right on her side and this sort of silliness is unfortunatly not uncommon on villages."
 
no it wouldnt, unless i thought he was going to use them for pornography which he is plainly not doing. if children can't be looked at in a public place maybe they should all go elsewhere-as that is all a photo is doing-capturing a moment in time! it's a petty way to approach it. Have you gone and spoken to him about the issue? If so and not resolveable i really don't see why you don't just ignore him..
 
It would be investing in a helmet camera and using it when you ride past. That way you can reord everything he does and where the horses are.
 
In this case the path obviously doesn't belong to the man, and so he shouldn't be getting involved. I personally would be involving the police over the photo taking. HOWEVER verges can belong to the householder, as the one outside my parents does, it is in the deeds of the property.
 
I would continue to use the path as police agreed.
Its pathetic these people are moaning.
Who's owns the path?
Is it a normal pavement of on private land!

If its the former, really what can they do?
Do the police really want to waste time on something so petty?
