Someone at my yard has been competing my horse quite successfully at prelim level and now wants to step up to novice, whereas I have been competing at same shows at intro level not very successfully lol. My question is can the same horse but different riders compete at the same shows but at different levels.
 
I didn't think you could have multiple riders on same horse. In fact I'm sure because you aren't allowed to have someone else warm up your horse either?.

Yes, different riders can ride the same horse in different classes (you'd need to check regarding doing it at the same show though). In BD, the horse's points will restrict the level it can compete at (over 49 points and it can't compete below Novice for example), as will rider group. Unaffiliated you can usually easily do it - my sister often has a go in a lower class on my horse for example when she is home from uni.

Under BD Team Quest rules, two different riders can ride the same horse in one team, as well.

Someone other than the competitor warming up the horse for the class is a different matter than a separate legitimate competitor on the same horse...

Multiple riders are allowed (BD) but not in same class.
Under BD rules anyone can warm your horse up for you provide the comp is not a championship such as Regionals or nationals. Nothing to stop me having CH warm my horse up for a prelim if I could afford the cost.
Pony club only rider can warm up horse, not sure about riding club rules
