Does this sound like a comprehensives set of driving gear (for 1 Shetland)?

Yup, though it depends how much you want to split it up as theres a lot of parts to some of those parts, and if you want any extras like a gullet strap or kicking strap. I assume trace carriers will be on the breeching? And the collar or girth will have the false martingale?
 
If you are to be driving a two wheeled vehicle the backband should be a sliding one. If it is a four wheeled one it should be a fixed backband.

I use a sliding back band for 2 and 4 wheelers. It's best to always go for a sliding back band so you can use on either. You must have the sliding type for 2 wheels or the saddle will rub. You might need blinkers (depending on the pony) If you don't know what a sliding back band is, it's the strap that threads through the top of the saddle connected to the tug loops. It should slide freely to allow the shafts to move without moving the saddle.
