I would contact the WHW or the Welfare Department of the BHS and let them deal with the gentleman concerned as this is a welfare issue.
Thanks everyone for your input, have just spoken to the YO and she is pretty cross about it!
She's going to speak to the guy, but she has also given me the go ahead to fill up his bucket if necessary and has said that we'll just not tell him we've done it if he's going to be awkward.
YO doesn't do evening checks, its all DIY and she doesn't live on site, so its more a case of whoever happens to be there last.
Actually YO has a duty of care - regardless of livery type, to all animals on her land. So if she's aware of the situation she is responsible for it. ie, filling water or reporting.
Be careful not to get in a bad situation if he catches you out doing this.
