Dry skin patches

Can anyone suggest what is causing these please.its as if he is lying in something. Bit of background...very fine skinned/ sensitive tb who cones up in hives if bedded on straw. Been bedded on ethos for ages with no problem. Have changed haylage supplier but still on normal feed. He enjoys the raised areas being rubbed/ itched. Not significantly raised, just dry skin.

On neck belly barrel and hindquarters but does move ie resolve and pop up elsewhere

Does feeding micronised linseed help?

No, he has been on micronised linseed for ever. The only thing that seems to help them is putting aloe vera on. He even gets them where my heel of my boot is when im riding. IO cant upload a picture for some reason but it looks a bit like dry mud in the coat, but isnt, its dry skin
