Dust nuts... is this normal!?

I've just started mine on grass nuts, the first bag I bought was Simple Systems, they were great, big nuts (snigger) and no dust. When I went to get some more this weekend I bought own brand grass nuts to save a few quid, opened the bag and the nuts are really small and there's LOADS of powdered dust.. they're horrible! Anyway, got a pic.. Is this normal for them to look this gross?

Can be, but normally at the bottom of the bag. I quite like it as soaks quicker
