Eating her bed??

Any advice folks?
My mare was kept out 24/7 before we got her and her previous owner said she needed to be kept on shavings as she has a "dust allergy" as we have to bring ours in at night I dutifully bought the shavings and made her bed, she is the messiest mare I've ever known and as the shavings are £6.50 per bag, I decided to try her on straw bed, like my other horse has
She came into the stable and started eating the straw!! I have mixed it with shavings to start rather than just changed over, any tips on how to stop this?? someone at the yard suggested spraying it with a diluted solution of Jeyes fluid, but if she is going to continue to eat it I'm not sure I want that!!
Help.....
 
I know several people who have had success spraying the straw with fly spray.

My horse eats her bed but she's on decent quality non dusty straw so I don't have a problem with it. As I'm sure you know, lots of chaffs are straw mixes.
