Just went past a field and saw what looked to be a youngish horse with a webbing show halter on that had been tied at the nose so that it didn't loosen, and the rope just left dangling. The rope was covered in muck so has clearly been stood on and on for a while.

Why do people do such silly things

Yes (so they can catch it) but if it ends up dead !! then it will be so much easier....

Lots of people do that, especially with foals and youngsters who may be difficult to catch.

Might not be the best idea in the world, but it's not uncommon at all.

Oh i know it isn't uncommon at all, but there is a difference to a foal slip length rope and the length of rope on a show halter. The horse was standing with its head up looking about and the rope was still on the ground. Just made me cringe..
