It is important to get these units regularly serviced (once a year) as they are exposed to the environment and contacts can become corroded causing short circuits or faults with the earth return.
What you don't want to happen is for the energisers output to be in excess of what it should be and give someone a life threatening/fatal electric shock.
You also need to check that when in situ the earth return of the energiser is fully working. Some ground/weather conditions may prevent them from fully earthing.
Please be aware that you are responsible for anyone who is on your land be they on it legally or illegally so make quite sure that you have third party public liability that will cover your units.
As above ensure that your unit is manufactured by a reputable manufacturer to the correct B.S./I.S.O. standards and that they are ce marked and fully compliant with current legislation.
Keep all the documentation and instructions that come with your unit in safe place so that if you have any issues you can refer to them.
Remember that electricity can kill.

If you loose the earth connection, the fencing will not work as the you touching it provides a path to earth. If earth is not there, no path no shock.

A fault with the unit's electronics could increase the pulse rate and duration, however it cannot increase the voltage as they are determined by the numbers of turns on a transformer.

Great in theory, all my units actually up their power outputs if they encounter increased resistance , the voltage on most fence lines are produced by a coil so the output can go out of spec. As we all know it is not the voltage that causes the shock anyhow its the output in joules.
A mains fence unit does have a transformer but merely to bring the working voltage down to power the unit not determine the output.

Authorities are not helpful where their advice uses the word "should".

"Should" is very ambiguous, and doesn't mean you "have to". If they require certain conditions to be met then why can't they use the word "must".

OP, I think it's best to speak directly to the council and have them pop out to discuss. It may not help, but worth trying to work with them before things get blown out of proportion (which is easily done with the council and general public !)
