It seems similar to a product that my Equine Podiatrist offers called Perfect Hoofwear: http://www.perfecthoofwear.com/

I don't know if it's exactly the same as Equicast seems to be used with shoes to support missing or damaged hoof wall, whereas Perfect Hoofwear is used on an unshod foot to support the wall during transition and accelerate growth.

My shod horse has had a lot of problems with weak walls, so I had been looking at ways to help her grow out the damaged area. The best thing I did in the end was change farrier, as he has rescued her feet without having to resort to special products. Also feeding Formula 4 Feet has helped stronger wall grow down.
