Equipment specialists - what is it?

I have noticed at a couple of CSI's recently a few horses 'wearing' a wide and thin black elastic (surcingle) positioned under the girth and behind it - pretty much where your leg would be.
It looks very strange - any ideas?.

This will be a body bandage. It fits around the horse, fasening under the belly & behind the line of the girth. It prevents injury to the horses sides from spurs. It's used on horses who have very sensitive skin.
