Eventing dressage

When I went to collect my dressage sheet at Strathallan I noticed several of them stated on the top " carrying whip"

I knew this was against the rules, but glancing at the sheets said riders did not seem to have been penalised

Surely this can't be correct?

I have been to Dressage where people have worn half chaps etc and they have not had anything said to them at all i don't really know how it works?

It is supposed to be against the rules in eventing dressage, so not sure why they weren't penalised.
