Everytime you put your leg on and he ignores you then either back it up with a short sharp smack of the schooling whip behind your leg or do a huge 'Pony Club' kick!!! enough to send him shooting forward but be prepared so that you don't sock him in the teeth by snatching at the reins, make sure your hands are forward. You can do the same on the lunge by asking with your voice and backing up with the lunge whip if he ignores your command.
I've found that using voice to back up leg aids worked, also a flick of the stick behind my leg if he didnt respond quickly helped. Remember lots of praise after even if its a 'good boy/girl' or a stroke on the neck with a finger. It made a difference with Archie... but then again he is a funny odd sod!!

How long have you had him???Is he dead to the leg going forwards or to move away??
Lots of school work,lunging to emphasise your voice commands,and as said maybe schooling cane to back up leg aids,just light taps mind
he gets excited on lunge once he gets going but he seems to just root himself when riding. he will move forward but to keep him going is crippling, if I can get him going forward to trot he just slows after couple

If he moves forward on the lunge,pop rider on the lunge see how he goes,if he moves forward happily then try and use the lunging to your advantage,use somebody on the ground with a lunge whip,or progress from lunging with person on board to long reining with person on board,sounds like you need stronger legs,lol,
Have you had everything checked out???If yes and everything ok maybe a pair of spurs to enforce your leg until he gets the idea!especially if he is just being naughty
Not sure if this is any help, but we had a horse on yard once who just wudnt go foward. the owner tried everything, whips spurs, voice but nothing helped. Some said he was just lazy! anyway in the end she got her vet out( well two diff ones) he was sent for a full bone scan ( the one where they inject the stuff that shows up on xrays?) anyway turns out he had nerve damage to hi sac-r-illiac ( prob not spelt right). needed 9 months off of work with no guarantees. He actaully did come right in the end but this is not guaranteed.

as for dead to the leg ex racers ,. i have one we picked him up a week ago , i think of them as all go or no go , most i have retrained either rush everywhere and touch them with the leg and they think you are asking to ride a finish lol , or very dead to the leg and very green , i ride them as i would a newly backed 3yr old , lots of work on the lunge to establish voice conntrol , then in ridden work using voice alongside the leg , also long reining is invaluable to the stuffy tb , just dont try it on the skittish one , you,ll be knackered and end up skiing down every hill
