Fal Rug issues

Now I've always been a fan of Fal rugs, and found them to fit almost anything however having just bought a series of Fal rugs for my new 16hh TB x Hunter I discover the necks are tiny on them. The horse is very compact with a small frame so her size is not an issue but I cant get the neck to reach anywhere near her ears - probably a good 10 inches short, and if I do up both velcro fastenings the top one chokes her and she would not be able to bend down to get to eat. So I am having to leave her top velcro unfastened which is far from ideal as she is in a trace clip and therefore all her lower neck is exposed right down to her chest. Anybody else noticed this? Is it the new manufacturer as I never remember this problem on the cobs and hunters Ive had before (with much bigger, and thicker necks).
 
Sorry, don't know about the neck cover sizes (mine are just the standard), but have noticed that are now too narrow across the chest for mine.
I bought two last year as my previous rug was such a good fit and will now be entering it's 9th winter! However, didn't realise they had changed and they don't fit well at all. Also, they do not seem as robust and already have several tears in them.. They will only be kept for emergency!
