In my local area dog walkers have lobbied and petitioned so much that now we are no longer allowed to ride our horses on local sand dunes which we have been doing for over 20 years.
Its very sad that people are bandying around trying to make each others lives a misery when a little give and take would do the job and we could all enjoy OUR countryside TOGETHER.

I bought my horse because when I got on him my six month old spaniels decided to have a punch up right under his belly. He couldn't give a monkeys and just stood there while he done it.

Dogs should be on leads in public places. In the country too, to stop them from chasing and terrorising the local wildlife. I live in a nature reserve and homeowners are allowed to keep 2 dogs, but they are confined to their individual properties and if they are taken for walks they have to be on a lead. It is the only way to protect other users of the same space. A dog can be the most well trained in the world, but if a buck or a bird jumps out under his nose, it is almost impossible to stop them from giving chase. It would also protect the dogs, I have a horse who hates dogs and will kill them if they come too near him, either by kicking or chopping or with his teeth.
There shouldn't be a petition against dogs but stupid owners who seem to overfeed their dogs and treat them like babies. That is why they behave badly. My dog (ok, my OH's!) is a pretty good girl thank you very much.

Well, start a petiton in your country then! The situation is a little different in the UK though.
I would also suggest that for everyone's safety, you work on socialising your horse with dogs.
I get _really_ annoyed with loose dogs being a nuisance when I am out riding and running also, but I wouldn't support such a petition. This is because I would find living in a nanny state which resembles the worst parts of East Germany at is Communist zenith even more of an irritating prospect. I would like to see an emphasis put on keeping dogs under control.
Anyway, my solution is simple - I steal the dam dogs, ie I get them to follow me, like I am Pied Piper of dogs, for about 10 minutes, away from their increasingly frantic owners. Then I bring them back and say something like "Oh, your dog just wanted to follow me, he was having such a good time but I thought I better return him as he wasn't going to on his own". So funny. I don't even like dogs, but they like me...
