If they are holding their weight well, I wouldn't feed them hard feed - I'd make sure they had enough forage (grass/hay), and a vitamin/mineral lick in the field.
If you are on poor ground and they are not holding their weight, I would feed them stud balancer. It is expensive but you only feed them one scoop. Stid balancer is low in starch so you don't have to worry about them growing too quickly and risk getting OCD. They also need to have access to good forage

lower in starch than most balancers and a complete feed.

Remember you can't really make direct comparisons of starch levels between balancers and complete stud feeds, as balancers are meant to be fed in small quantities compared to complete feeds. For example, 500g of a balancer could provide all the vit/mins and protein a youngster needs, whereas a greater quantity will be required of the complete feed to provide the same amount of protein and vit/mins.
Let's say the starch content of the balancer is 10% and the starch content of the complete feed is 5%. If you need to feed 500g of the balancer but 1kg of the complete feed, they will actually provide the same amount of starch overall. If the recommended amount of complete feed needed to provide all nutrients is actually 2 kg, then it will actually provide MORE starch than the balancer!

I'm sorry but this is utter Rubbish!
Any youngster that is getting nutrition at a level higher than they require is going to grow at a fast rate and be at risk of growth related disorders. My filly was on such a balancer and she had the worst case of OCD my vet and her surgeon have ever seen!
Hay (ad-lib) and a vit and mineral lick is sufficient for any youngster. you are meant to be able to see a baby's ribs, so as long as he has a glossy coat, bright eyes and good feet, you're doing ok.
