Feeding going into winter

My TB is starting to look a bit ribby, he's hard to keep weight on and I don't want to pump him full of feed that will make him nuts. He's also quite picky about what he'll eat.

He's currently having a scoop (usual round one) of sugarbeet, 3/4 scoop of Mole Valley (Scats) conditioning cubes, a scoop of Alfa A (although usually Mole Valley but we ran out), a bit of oil and biotin. He's only getting that PM at the moment. He also gets ad lib hay when in overnight and out on good grazing during the day.

Should I up it to twice a day or would feeding something different/extra help? I don't have a huge budget to spend on branded feeds.
 
Would up feeds first and if that doesn't work then look at what goes in, I would say that the nex move to consider might b to add Linseed, cheap answer to more calories!
