Feeding oat straw - What's the best way??

In an effort to cut costs I've been trying to feed our horses part hay, part straw. Trouble is, if I leave the hay/straw on the ground they just trample or poo on it. If I feed it in hay nets the hay gets eaten but the straw doesnt as it doesnt seem to pull through the holes like hay does. It I feed it in tub trugs they just pull it all back out onto the ground.
How does anyone else feed straw?

About a week ago I started feeding my very fast eating good doer a mix of straw and hay. I use small holed nets, doubled - and I shake a slice of each loose and then mix them in to the net. He eats every single last blade !
