Feeding question for the experts??

Now i was always brought up that you should try and feed your horse at least 2% of their bodyweight a day. I understand how to calculate hard feed and hay obviously, but how do you decide how much of their grazing is contributing to this amount???
 
Did all this only yesertday at college - and just doing a case study. Grass doesn't come into it. I would think if you tried it would be bloody hard, how would you work out the digestible energy with quailty changing so much? You wouldn't have any way of measuring it either? It would change so much depending on seaosn/recent weather etc?
 
So in Inkys case he weighs 100kg. So 2% is 2kg ( weyhey im good!! ) So does this mean that he should be eating 2kg of hard feed and hay a day plus the grass??? ( although its not alot )

Did it say in your study whether 2% is right, i have heard it changing from 1.5% to 3% so not quite sure??
