I don't know how it works in the UK, but in Ireland you just send the passport to Horse Sport Ireland with the relevant form and they stamp it - you don't actually get a new passport.
Also, you only need an FEI passport for a CCI* if you're doing it abroad (that's the case in Ireland anyway, assume it's the same in the UK)
ETA - The horse and rider have to be FEI registered and have FEI numbers, you just don't need the passport.
No passport required for a CCI* or CIC** in the UK. You will need to register yourself and your horse - BE will do this for you and it costs about £30. The forms are on the BE website in the downloads section. Compared to an actual FEI passport which is £200 for a bit of purple plastic I'd say that is a bargain!
That's good to know that i don't need a new passport at this stage! Is the registration with the FEI a one off thing? And then he will need a proper FEI passport if i want to either go abroad or do a CCI**?

The registration lasts for the remainder of the current year and you need to re-register yearly.
And yes, you need a passport for a foreign CCI* and any CCI**
Is it best to get their jabs scheduled in for April time, and then that covers any FEI event in the calendar? (April - Oct anyway) As it's within 6 months of event, rather than every 6 months isn't it?
Works really well if you can do that - as you say, you can get away with annually if you are clever
Both you and horse need to be registered with FEI, renewable every year, was £15 quid each this year but will no doubt go up

As you say, no need for FEI passport till 2*/abroad which is just as well as this will set you back £140 every 4 years, plus the cost of getting your vet out to fill it in
