OP, Make feeding your priority at the moment and forget the ground manors until she has hay. Let her eat when she comes in as she needs something to eat, infact take your time and let her eat lots! the only ground manors I would work on right now is the squashing!
Once she is at yours and being fed properly. Then concentrate on the ground manors and get the dragging issue sorted (after all she won't be really hungry and you will get a better response from her)
