Flaky scabby leg..?

Hi,

My horse has a bit of a flaky scabby leg. The skin underneath is not red or inflammed, hair is coming out, looks patchy though and like dandruff. No ringworm signs. I have treated it with hibiscrub and louse powder.

Any ideas what it is and what to do about it?
