Flappy elbows

Ollie has horribly flappy elbows (after OFOH we started calling him Dairmuad!). Any tips for stopping him short of tying his arms to his sides. Hestops if you yell at him but he doesn't seem to notice he's doing it until you yell (Usually denies it until shown on video LOL)
 
Provided he isn't riding a silly horse (that might spook at it), put a piece of paper between each arm and his side and ask him to see how long he can go without losing one of them.
 
be careful, mine is classed as bomb proof, until I tried to read a map whilst riding !!! went mental everytim paper moved. Had to get off and read map !!!!
 
My instructor tied my arms together behind my back with plaiting cotton to make me bend them more and NO I've not forgiven her yet
