Flash in Dressage

I always thought is was a cavenson or dropped nose band but today at dressage I saw several people use a flash, am I wrong? rules change or just going mad in my old age!

I must admit, I don't like them and neither does my horse, but since we lost 2% marks on a dressage test for him opening his mouth, I put a flash on! I don't want to give away our hard earned points!

I don't think they look v nice is my main problem with them!
