fleshy cut and swelling on pastern

i have just started work at this new yard and there is a horse there that i have noticed has a very swollen pastern and there is a fleshy bit, i dont really know what to call it because i have never seen anyting like it before. it looks like it may have been mud fever that hasnt been treated and may have got infected or maybe he caught his leg on something and cut it. i m not sure and the other girls that work at the yard havnt seen it before so i was wondering if anyone could tell me what they think it is. In the pictures it is quite clean because i have been washing it with antibacterial wash and putting wound creme on it for about a week but it doesnt seem to be getting any better, it is not causing him pain or discomfort but im worried about it getting infected.

From your description, it sounds like proud flesh. This needs to be cut back to allow healing, so the vet needs to see it.
