Flocking a brand new saddle

This isn't me by the way, but a friend of mine but would like some opinions thanks.

She has bought a brand new saddle company saddle under the impression that because it is fabric underneath etc etc then it won't need to be flocked to her horse's shape, just the gullet adjusted. Is this true? I find it hard to believe it's a one size fits all flocking but maybe that's just me and I don't have experience to contradict her.

New saddles come under flocked, it's to help lacing the panel in at time of manufacture,then it's lightly flocked again once the panels in and it's up to us to fit and flock the saddle on site to the horse's profile.

The way our saddles are made mean that they are not particularly underflocked so some will be fitted without extra flocking being added, but this is almost a "happy accident" that the workshop flocking works for that horse, there is no way that every saddle could be fitted without the flock being adjusted.
