Saw this on news and feel very sad for the people there, but they also showed a horse up to its belly in flood water neighing and that made me cry, horrible person arent I for being more concerned about an animal.

Im the same! A person has the ability to escape .. An animal cant, they would be in pens/stables/fields. Do feel for the people too of course!
