Fly/mite bites on heels

Every year at this time 2 of my horses suffer from Fly/mite bites on their heels and they need constant twice daily treatment with purple spray and a barrier cream to prevent the area becoming sore. My vet has previously recommended using Frontline spray but this did not deter the flies/mites or alleviate the problem. A bit worried about using pig oil/sulphur as one of the horses is ultra sensitive. Just wondered if anyone elses horse suffers from this and what other things you use to prevent it?
 
my horse has had this for years his legs are now covered in frontline and done every month has worked he very sensitive as well but might be better to do skin test and dont turn out in bright sunshine for 24 hours after spaying you have to get this as close to the skin as poss
