Fly rug help

I have a 17hh ish Clydesdale who fits most 7ft3 turnout rugs but trying to find a fly rug is a nightmare ive tried Weetherbeeta and premier equine even a rug from the heavy horse shop but they are all to tight around the chest does anyone have any more ideas of where i can try

How about a Snuggy bug rug which is made of stretchy material?
Also they will make adjustments to their rugs for you, if needed. They are expensive, but they often have special offers on.
Failing that, you could try a chest expander. Robinsons sell them.
