Fly rug recommendations

I have a 14 hand little cob on loan who is on the slight side. He came with two fly rugs but both the neck holes are enormous on him and end up pulled back nearly over his withers. Looking for recommendations for fly rug with smaller neck hole which will fit higher up the neck.

Ive got the opposite problem, they all seem tight on my 4 yr old Highland! Shires Tempest seem to fit everything, but mine lol and are a good price.
