With mine I tend to have a pretty good idea by their yearling summer, UNLESS you have one that is greying out that is and then they don't stop changing for years! I had a white grey that was getting lots of chestnut coloured fleabites at 14.
Appaloosas change dramatically too.

My spotted pony filly is nearly two and still hasn't picked a colour! She was born a light bay with snow capping, went a kind of dark grey with spots on her blanket, then went a dark bay roan. Last summer she went the dark grey again and at present is dark bay with grey spectacles! Thank god she is microchipped as she is nothing like her passport!!
