Following on from tying horse when travelling - who uses baler twine or not?

I have thin baler twine on the tie rings - for horses and haynets - then covered chains with panic snaps that undo under pressure on the end nearest the horse, with leather headcollars. Having taken those precautions I still prefer not to tie up or have them wearing headcollars although I read something recently that suggested it was illegal to travel without headcollars. I have stall chains across the fronts of the partitions as well.

The other safety thing I do when travelling that most don't seem to bother with is to have a lightweight carabiner through the anti-luce clips to stop them jiggling undone.
