Just read the thread re the yorkie being kept outside and thought I'd ask your opinion on another dog being kept outside situation.
Where my parents live - a nice village lane of semi-detached houses, there is a house that has been rented to various people over the last few years.The moset recent people moved in a few weeks back I believe and, it has been noticed they have a black lab.Now, the reason this has been noted is because this dog barks most of the day and then come night tim it sets about letting out this god awful sort of screeching howling noise (at first when i heard it I thought it was kids screeching or a fox).
Now, it was thought that this dog was being kept outside when the owners were at work. My parents (and maybe some of the other neighbours) have popped round in the daytime to find that this dog is chained outside, it has a kennel and evidently water etc.
So, they have given them the benefit of doubt and assumed that maybe the dog is destructive and hence why it is maybe kept out during the day until they return from work. However, it has become evident that this dog appears to be chained outside the majority of the day - even when the owners appear to be home (like today for example). It bark most of the day yet noone seems to come and see to it and neither my parents or other neighbours have ever seen it out being walked.
Now, although it doesn't seem this dog is being cruellly treated as such, surely this isn't the way to keep a dog? my mum has said she is going to go round to speak to them -essentially asking if they are aware of the amount of distress this dog seems to be in a lot of the time. I guess this is the best approach as opposed to complaining and sending an offical round (or is it?). I just can't understand why people have a dog if they don't seem to give two hoots about it.
Now, reading the previous thread, one poster noted how they rented a property and the dog wasn't allowed in the house - maybe this is the situation here, I am not sure. However, it will not be the cheapest house to rent (in a nice area) so I would have thought a house could have been found for less money where a dog would be allowed.
Anyway, I digress - what would you do? Would you call round as my mum is planning to do and find out what the situation is?
