Should I be feeding my mare chaff?
She gets
Morning: 1 scoop pony nuts, and 1/2 cup balancer (soon to be changed for a vit/min supp) and half a slice of big bale haylage (very good quality)
Lunch: half slice of haylage
Dinner: same as breakfast, 3/4 slice of haylage.

She would eat more but being a cob needs to watch her waistline. She is worked every day and will be hunting about once a month.

Last year she was on hay, balancer and fibrebeet. Which she was fine on.

you may find when you use a vit/min powder you will need a handful of chaff to carry the supplement.....otherwise , no, my welsh D wastes chaff and flings it all over the place, he just gets hay and badminton hi fibre nuggets!!

If she doesn't bolt her feed, then you probably don't need to add chaff as well. However, if I feed more than a handful of nuts I like to feed them soaked, as it reduces the risk of choke and also makes it easier to mix any supplements into them.

PS: How big is your scoop? Because if you are feeding two standard Stubbs scoops of nuts a day, you are probably close to the recommended daily amount and shouldn't need the balancer or supplement as well. I would suggest you weigh the amount you feed and ring the manufacturer for advice on whether additional supplementation is necessary.
