The Equestrian Access Forum which comprises of The British Horse Society, Byways and Bridleway Trust, British Driving Society, National Federation of Bridleway Associations and The South Penninnine Packhorse Trails Trust have just published an excellent 66 page report booklet 'Making Way for Horses - Off-Road Equestrian Access in England'.

The aim is 'The Provision of a cohesive comprehensive, integrated nation-wide network, free at the point of use, with a horse, on a bicycle or on foot'.

I thorougly recommend that anyone interested in off road hacking/driving obtains a copy of it and reads it.
 
Well yes it is interesting, but is it going to happen? Who would make it happen?
For a landowner there is no benefit whatsoever in having any sort of right of way over the land which is why there is always such a fight when there is a Public Enquiry over changing the status.
