from what I've heard through the Welsh pony grapevine. I believe it wasn't the owners who neglected him but rather the people who were meant to be caring for him. I don't want to assume but it sounds like there was some kind of loan arrangement in place. Guess the owners were not able (or didn't) to go and check on him regularly. could be due to old age/ill health etc. I don't know the whole story. From a post the charity put up it sounds like the owner has now signed him over to them.

Well let’s hope the owners put their hands in their pockets to give him some financial support!
