I'm certain it's what another poster said. They have something to hide and as you are being thorough they don't want to sell it to you because you will catch them out.
I bet if you had turned up on the first day had a ride and then brought it without any questions they would have sold it to you.
If it was me I wouldn't waste anymore of my time with them. It all screams dodgy.
Definitely think you're right - maybe I'm asking too many questions! They have had the horse for a few months to sell now and I am surprised that it hasn't gone already... perhaps they're just waiting for the 'right' buyer to turn up - ie somebody who won't ask any questions or want a passport! Am I right in thinking that the horse won't pass a vetting without a passport?
Found out yesterday that it doesn't have vaccs up to date... and perhaps this is why - because it doesn't have a passport! The vet that came to give the horse it's jabs would pull them up on the lack of passport surely.
