Full cheek snaffle or Fulmer snaffle?

I ride my 5 yo cob gelding in a Neue Schule lozenged eggbutt snaffle. I have recently had issues with him shooting forwards fopr no obvious reasons and someone suggested that I try a Fulmer. As far as I can see this is just a loose ring snaffle with full cheeks.
Please tell me if I'm wrong??
And if I'm right then why would someone suggest I swap to a fulmer from a snaffle??

We've recently swapped our shire x from a eggbut snaffle to a fulmer but this was for steering issues. He is alot more settled in his mouth in a fulmer so its worked well for us. If your horse is shooting forwards it could be pain related so may be worth having teeth checked xx
 
If you put the little leather keepers on the Fulmer to the cheek pieces as recommended it applies a small amount of poll pressure. if not it is just a full cheek snaffle, you are correct :)
 
I swear by these bits's for young horse for steering reasons. But i can't say it would do anything for a horse shooting forward, i'd look more into what the cause of him shooting forward is rather then thinking of ways to put the brakes on.
Some horses get spooked from behind even if there is nothing there, maybe some ground work on bomb proofing etc.... if this is the case.
