Funny with back legs?

Went to see a horse this afternoon that I might consider bringing on this summer.
Lovely little mare, very polite in the field but very aware of everything, walked over when I went through the gate, followed me round the field when I walked away, no faces pulled when stroking her, caught her no problems.

When grooming her, I found her a little head shy on the front of her face around and between her eyes, but figured building up trust etc would work that problem away.
She was fine grooming all over her body and front legs, but below the hock she turned funny. Upper leg, bum, flanks, hocks etc were fine, just the lower limb was 'sensitive' (?).
When something touches her lower limb of a hind, she lifts her leg up and it kind of spasms in the air. That's the only way I can think to describe it! It doesn't seem nasty, and not trying to kick. A firm no and she put her foot down. Tried again, same thing. Saying no when touching her leg has no effect, it's still up in the air.
She isn't shod in front or behind, but feet are in good condition, no cracks or splits. Couldn't see if there were any stones in there though.

I'm going to ride her tomorrow to see what she's like so will ask the lady about her legs then, but just wondered if anybody had a horse that did this, and how you worked through it?

Should like the start of shivers to me. Wouldnt touch it with a ten foot pole if it is shivers. It will only get worse and wont pass a vetting. A good way of checking if it could be shivers is to make it walk backwards as horses with shivers struggle with this
 
Definitely sounds like a shiverer. Am just about to have my beautiful 8 year old pts because of it. They hate anything touching the front of their legs which is why they tend to be careful jumpers. I have only had mine two months (it was misdiagnosed at the vetting!) His is trauma related due to a fractured pelvis and can no longer be shod. Do not go near this horse - it will only bring heartache. Sorry!
 
What is shivering ? I have never heard of this. My boy has always been a bit 'funny' when touching his back right leg, Could this be related ?

She's quite reluctant to go backwards to be honest, and hesitates before going back. Once she's moving she's ok though? Farrier thinks she might have had a bit of a beating when she was previously shod.
She's 6 years old, she was backed as a 3 year old, put in foal and left for a year and hasn't had much done with her since, so it may just be learning. I'm not paying anything towards her, so will see how she goes, if it persists then will talk to her owners and do some research around shivers.
