gag bit problem

hi i am new on here and would appreciate any advice
i bought a 2 ring gag for my pony as she is quite hard to stop when shes exited
she is a 13.2 welsh c
she wears a cob size bridle but when i put the bit on the bridle it was sat way too low in her mouth,i could not lift it any higher as the cheek pieces are on the top hole already
so i tried it with her pony size bridle,same problem the cheek pieces were on the top hole but the bit was still too low in her mouth hmmmm......not sure why
can you get different size rings in gags? ie pony or horse? i thought they were all one size

lol i thought of that but wasn't sure if it would fix the problem cos i thought if it doesn't fit with her pony bridle then i couldn't get any shorter pieces than pony size if you know what i mean
 
I have a pair of Jefferies small pony cheek pieces on my cob bridle for my welsh cob (I am sure there are others but it is a traditional bridle which is quite specific colour wise! -He's probably be ok with pony instead too.
The trouble is with adding holes is that you can't go any higher than the browband. They would be worth a try, but there is obviously a bit of a limit of exactly how short they can go.

This is where his sits so probably worth a go for you.

The problem is cheek pieces are sized for old fashioned snaffle bits; if you use a gag or hanging check bit you will need to get smaller ones or have them shortened by a saddler. The correct length is such that the buckle sits level with the corner of the eye like the photo above.
 
You could use a bradoon strap for the bit, then you can easily shorten it as much as you need with the help of a trusty hole punch.
