Garden shredders to cut chop

I have one I was given a few years ago and it never cut the hay short enough, but now I was doing a little research and it seems there are two types - impact shredder which finely chops leaves etc. (which presumably would be the best one for chop?) and crushing shredders for woody stuff, which I think is the one I've got and isn't really the suitable type. Does anyone else make chop with an impact shredder, and does it work well?
 
I have a straw chopper - it's like a big metal cylinder on wheels with a petrol engine. It's primary use is for chopping straw fine and makes it soft for bedding, but that works well for hay chop/chaff too. Worth getting one if there are several people wanting chaff on a yard. You find them at farm sales etc.
