The arrow and the snake is the logo of the German Sporthorse. It's a type of "breeding group" that the Sachsen-Anhaltiner (your pony) is a "sub-breed" of.

Google "deutsches sportpferd brandzeichen". thats it :)

Also, the two-horse-head stamp is the logo of the breeding "group". Google "pferdezuchtverband brandenburg", go to images. The first one is probably what you're looking at. All just registration-related.
