Any substance that provides any sort of pain relief (Arnica and Capsaicin included) HAS to be performance enhancing by its' very nature....surely

Well, if it removes a 'distraction' or masks pain that would otherwise prevent the horse from performing to the best of its ability, then technically, yes, it I 'enhancing' the performance.

I'm not saying I agree with it btw...simply putting the purist view across and perhaps trying to help people see where the FEI 'might' be coming from. The other problem of course is that some substances (capsaicin for example) could be used quite innocently in some sort of anti-chewing/cribbing application...but could also be used in other more sinister ways. Unfortunately the testing process can't detect what the substance has done...merely that it is present or not.
 
as far as 'performance enhancing, surely you do that everytime you chage your bit or re-fit your saddle? the current rules are ridiculous in many cases. A horse wont even notices a small scratch or cut, but if you dont treat it they bloody well will notice the fat leg when it blows a few hours later. hopefully this new list will be fairer.
