Getting a bitch to wee

Im struggling with my rescue spaniels toilet habits. She is not 100% house trained and after a year Ive still not cracked it.
Practically every night she wees in the conservatory. She wees on her morni ng walk about 8am, she wees on her lunchtime walk about 2 p.m.
I take her out again about 7 ish before it gets dark as she will not wee in the garden now, although she used to. She has to be off the lead and preferably on grass !She very rarely will wee on this walk and then wees overnight indoors. The odd occasion she does wee on this walk I started giving her a treat straight away, to encourage her, but most of the time nothing. ? I dont want to cut out her luncthime walk as we meet a dog walking group then and she plays with loads of other dogs. Any tips
 
If you can then get someone with a dog or dogs to bring it/them round so they all pee in the garden, ideally in the same area and one you would like your bitch to pee in.
Then take your bitch out for all her toilet breaks (no walks till she has cracked it) have her on a fairly long lead and amble about or just stand in the area the others pee'd and wait and wait and wait, wait for as long as it takes. Repeat this till she will go and pee.
You can give a command as she starts to go, I don't treat as I feel it's a distraction and can cause them to stop but I do calmly tell them they are good.
My current lurcher.and three dogs before her have all pee'd on command, the current one will squat even if she does not need to 'go'.
 
Bo often will not pee when we go wee wee’s in the garden before bed if he goes out on his own. If Luna goes out and has a wee, can guarantee he will go over the top of hers.

I “think” you have more than one dog? Can you get the other to go and encourage her?
 
Other dog doesnt go in the garden either! I only have a small courtyard garden so they havent got much of an area to range about in.
I will try and get someone else to bring their dog round, mind you the ones I know are all bitches too !
