Getting A Horse To Bring Her Head Down

My 3 and a half year old gets ridden occasionally, hardly even once a week, but when she is ridden she goes round like a giraffe. She has a very thin neck which (if I don't get her working long and low) will probably turn into a ewe sort-of neck. So how can I encourage her to bring her head down naturally? I don't really want to use any gadgets on her, but not quite sure on how to get her to bring her head down and working long and low. I'm just thinking if I can suss it now, then when she comes back from her break into full work when she turns 4 it'll be easier for both of us.

And then after that when you're bringing her back in by slow work on the road ask her to walk with her head below her shoulders. Don't try to round her up, just get that head low, if you can get a slight, and I mean slight, flexion at the poll so much the better but really what you are aiming for is a low head carriage.
